
This is the blueprint for the executive and legislative branches to move from theory to action in 2029. It prioritizes “quick wins” to build public trust. While starting the heavy lifting of bureaucratic and cultural transition for effective police reform.

Focus: Moving the hardware and preparing the “Carrots.”
Day 45: The MRAP Buyback Begins. The first set of surplus MRAPs from agencies that “opt-out” of the new standards are reclaimed by the DoD. These are either scrapped for parts or sent to the Liability Pool Fund for liquidation.

- Day 60: Grant Applications Open. The Department of Justice releases the application portal for the Civilian Reinvestment Grant. To apply, cities must submit a “Statement of Intent”. Guarantying to reform their Qualified Immunity and Use-of-Force statutes within the next 24 months.
Phase 3: Culture & Community (Days 61–100)
Focus: Implementation of the “Citizen on Patrol” model.
- Day 75: M2C Training Pilot. The first 500 veterans enter the pilot VA-M2C Transition Program. The curriculum is focused on the “Section 101” Rules of Engagement de-programming.
- Day 90: Crisis Team Deployment. The first 10 “Incentivized Cities” launch their Alternative Crisis Response (ACR) pilot programs. Diverting non-violent mental health calls from police to civilian clinicians.
- Day 100: The State of the Republic Address. The President announces that 20% of the Nation’s police force has already signed on for the “Guardian Certification,”. The 1033 program is officially 100% terminated.
The Measurable Outcomes of the First 100 Days
- Safety: A documented 20% decrease in use-of-force incidents in cities that launched ACR teams.
- Accountability: The first successful civil lawsuit against a federal agent for a constitutional violation proceeds without a QI dismissal.
- Healing: 5,000 veterans actively enrolled in trauma-informed transition programs, reporting a 40% increase in perceived “readiness for civilian interaction.”
Final Conclusion: The Restoration of the Republic
This isn’t just a conversation about “fixing cops.” It’s a system designed to:
- Heals the Vet: Acknowledging that we sent them to war and have a duty to bring them home psychologically.
- Protects the Citizen: Removing the “Dirty Harry” immunity and the “Fallujah” gear.
