Executive Order 002: The Emergency Brake
*This is the document that would be signed on Inauguration Day 2029 to clear the path for our legislation.
Section 1: The Immediate Moratorium
- Action: Effective immediately, the 1033 Program (10 U.S.C. § 2576a) is suspended for all “controlled” equipment.
- The Freeze: No new transfers of armored vehicles, high-caliber firearms, specialized tactical gear, or surveillance technology will be authorized.
Section 2: The Federal Audit
- Action: The Secretary of Defense is directed to conduct a 30-day “National Hardware Audit.”
- The Goal: Every agency currently holding 1033 gear must report its location, condition, and usage history. This data becomes the “Evidence Room” for our Militarization Asset Recovery program.
Section 3: The “Guardian” Transition Directive
- Action: Directs the VA and DoD to immediately begin standing up the infrastructure for the M2C Transition Program.
- The Logic: It signals to the troops that the government is finally taking responsibility for their transition before they even hang up the uniform.
